WBIR has obtained documents that indicate a deal has been reached between the City and One Riverwalk Apartment Complex to re-open the riverfront walk. It is not final, and still needs to be approved by the Knoxville Community Development Corporation and then signed by both parties.
The city has always maintained that some amenities had not been completed, and records show that. These include an elevator and stairs complex near the Norfolk Southern railroad bridge over the Tennessee River.
In lieu of completing those improvements, the developer agreed to pay the city $2.5 million and remove all fencing no later than the end of the year.
